Strategic Policy Must Logical "Moratorium of Civil Servants Government for Five Years in Indonesia"

       The new round of the Indonesian government in the era of President Jokowi has just begun. The composition of the working dikabinet inhabited by new faces. Cabinet ministries which have a total of 34 is also filled with ministers from among prefesional and party. The distribution of seats has a logical consequence to the maturity and the ability of a new minister in performing the task dikementeriannya. On the other hand slap of each Kemeterian newly- elected President Jokowi Indonesia awaited by the general public. Some ministers began to gear with breakthrough pattern of policies to promote his ministry had just run. As performed by the Minister of Administrative Reform and Bureaucratic Reform yuddy Chrisnandi. He said the government plans to do a moratorium on recruitment of civil servants (CPNS) starting in 2015. This moratorium is not half-hearted, will last for five years. That is, during the reign of Jokowi (Kompasiana, 2014).
       Discourse beginning ministerial leadership is Hanura party politician is quite kontrofersial. Moratorium on development policy is a strategic policy. Strategic policy which is something that is planned carefully with a strategy that has to be considered carefully, carried out by the central government to achieve public purposes. Extreme statement of the minister PAN-RB is quite the opposite of the concept of drafting a policy setrategis. Where is the strategic policy of massive and run with a long enough time to be analyzed carefully and planned, should not berstetment origin. If the reason for this policy is to correct themselves, in this case that the government needs to do a study related to the ratio of the number of public servants the right when compared with the total population of Indonesia, no need to rush to do quite a statement that makes a scene ministry PAN-RB.

On the other hand for 5 years may not be too many civil servants will remain the same every year, there must be change by mutation, retired, died and others.
      The policy discourse is not only premature, but also kill the rights of Indonesian citizens who want to devote themselves to the nation for 5 years as a civil servant. On the other hand our constitution through Article 28 of the Constitution 45 we make room for all the people to fight for their right to build a community, state and nation. One way we can do to build a nation are devoting ourselves to the government to become a civil servant.
       We hope that the policy needs to be formulated more mature again. Do not let the minister elections improper because instead of the prefesional which incidentally is not an expert on the state administration into a strategic policy reasons prematurely born and grow imperfect which will be the moral and material burden borne by the government and people of Indonesia.
